5200 remover ?

The PO of my boat had a grill mount installed on the swim platform which he removed before I bought the boat. I am trying to remove a triple ring of "stuff" that looks like 3M 5200 adhesive or some other adhesive. It is between the cracks in the non-skid and is impossible to scrape off. What is the best way to remove this "stuff".

I tried one or the other (I don't remember which) and it didn't work well for me but I was trying to get it to loosen the bond between two pieces. If it's exposed, letting it sit on the surface (cover it so it doesn't evaporate) may work.
 
I believe that 3M makes an adhesive remover that, with some patience & scraping, will aid in getting most compounds off. I have used it on 5200 remains when removing a deck hatch for rebuild. I'm sorry I can't remember the product #; 3200? Good luck
 
DeBond 2000 will do an excellent job. The Anti-Bond doesn't work nearly as well.

Another alternative is to use either a hairdryer or heatgun to soften the 5200 and a scraper or stiff brush to remove the residue.
