Boat ramp end, then plop!

I put my boat in, at low tide, I would have prefered higher tide because it get very slippery at the Mill Dam Rd basin in Huntington. So when backing in to float my boat off the bunks far enough, the trailer when down suddenly and it couldn't be pulled out except by force which my brother in-law did. Now I have a bent/torn cross beam to show for it. I didn't see anything nearby to indicate there was a limit to how far you should back down the ramp, I was told there sometimes is....??
 
Similar problem at most all the North Shore boat ramps I have used at low tide (-9'+) expect for the LIPA ramp in Northport.
Some you cannot really launch at all at dead low.
 
Likely happened because some jerk(s) 'power' up on trailer.
