help with paint

purchased a boat last year previously painted w/ jet glo aviation paint. the green paint scuffs when rubbing against anything and leaves green marks on anything it comes in contact with including a hard rubbed rag. jet glo tells me that the paint was probably mixed incorectly and is "soft" they suggested that instead of removing the paint, graphics etc that i "encapsulate" same in a clearcoat which they do not sell. awlgrip tells me they do not ever recommend this practice even with sanding as the paint and clearcoat wil expand and contract differently and the clear will crack. any input or help thanks
 
Hate to say it but it sounds like it might be time to repaint it. You could look at Emron's clear coat. Which I believe is more flexible than Awlgrip's.
