Intractable mildew on seats

We bought a new pontoon boat (Suntracker) this summer. We keep it covered. However, about a month ago when we removed the cover we discovered mildew on the seats. We got the mildew remover we have always used (the stuff in the yellow container) and nothing. It is even starting to pit the material.

Question 1: How do I get this off?
Question 2: How do I prevent this from happening again.

Not familiar with yellow containers, what is it? My first choice is Sodium hypochlorite/bleach/Tilex (same things)

Also, is the mold "on top of" or "inside" the fabric?
 
I've used Tilex and been pleased. There's also X-14 Mildew Remover, another high clorine product, that I got at a supermarket. Try to keep the product away from stitching.
I'm told mold grows on dirt. Are you able to put the boat away dry, and dust free as well?
From what I've seen, if the mold ever turns Purple, it's Permanent.
 
I had some mold stains on the rear bench seat 3 years ago. The mildew remover seemed like it was not working. The stains were minor and not very eye catching. After a couple of months boating I noticed the stains were gone. I believe between the mildew remover and sunlight; it took care of the stains.
 
try parking it in the sun for a while (cover off).
