Should I be able to turn input shaft to lower unit by hand, no tool?

To check if in F? Prop shaft should lock up turning it CCW

much easier to turn the shift shaft fully clockwise and turning the prop shaft CCW to lock

I actually had two questions:

#1) Should I be able to turn the input shaft with my hand, no tools, fingers only. I need to turn the shaft a little to get the splines to line up so I can push the lower unit all the way up. Its now shopping about 3/4" to 1" from where it needs to go. I can turn the input shaft about 1/100 of a revolution by hand. Water pump impeller was just replaced. Maybe thats why its tight?

#2) So turn the shift shaft fully CW and the prop shaft CCW (to lock) and it will be in Forward?

Impeller will make it difficult to turn in the correct direction and much harder to turn in the wrong direction. If you're trying to roll the input shaft backwards to catch a spline, you're better to go forwards even it it's farther.

Now that I know the full description I can give a better answer. If you assembled the water pump correctly you should be able to turn the inputshaft(the one that goes into the gimbal housing)by hand with only the resistance of the impeller vanes.
If you mean the lower driveshaft that is connected to the lower unit then you can turn it but a better way is to lubricate the impeller with some soapy water or A/F .You need to do this because you will be turning the prop backwards to turn the lower driveshaft to line up the splines.
Lower splined shaft fully clockwise, prop locked CCW ,insert lower unit and turn prop CCW about an inch to line the splines up.

And turn the shift shaft fully CW before doing any of this?

When you install the drive be sure it is in foward gear then as you push the drive in turn the prop shaft clockwise with a vise grips and it will line up and go into place.

or just bump the prop against the 'lock' and it will be trying to turn the input shaft. Keep bumping it and it will eventually line up the splines.

You can also get an old coupler..or new coupler and do the same thing to the in put shaft. The reason is to avoid using a pliers or pipe wrench to turn the shaft.
