I've got this "bright" idea of painting my existing boot stripe instead of removing/replacing the tape. Is this a dumb idea? If not, could anyone suggest a type of paint to use?

Well,
You will see the raised pattern of the stripe through your new topcoat, if that doesn't bother you, the only other issues are: will the new paint adhere to the vinyl and is the existing vinyl well adhered to your hull.
Are there coatings out there which will work? Yes, but you have to: 1. pick a paint manufacturer 2. select the right coating for your application 3. read the surface prep requirements on the technical data sheet.

If anything should go over the old stripe it should be new striping tape.

Buy a 3M eraser wheel, buff the area out and put a new stripe on. The paint in my opinion wont last very long if brushed/rolled on and the tape is much easier to change if you don't like the way it looks. Probably just as cheap too!

I prefer paint to tape, but you'll have to remove the old tape and prep the surface first if you expect it to stay.

Guy on my dock removed his and painted it.
IMO it looks like crap. It chips and peels worse than tape.

Regal does this the best as they make the boot stripe part of the gelcoat, so its permanently in there and solid color thru.

The paint will likely lift the tape. Do it right or dont bother.

You must remove the tape before you paint, or before you apply new tape.
I just did mine and it was fairly easy.
Stay away from heat guns. I find they seperate the tape from it's adhesive backing, leaving behind a mess.
I let the sun do the work for me. My boat is still up on blocks with the port side facing east, and the starboard side facing west.
I took off the boot stripe tape on the port side when I got to the boat in the morning. I used a fresh safety razor blade carefully, and it came right off.
I used an adhesive remover (I forget the name) to remove any residue. I just applied the remover, let it sit for a few seconds, and wiped away the residue with the blade and a clean cloth.
It took me about 10 or 15 minutes to do the port side on my 30' Sea Ray Sundancer.
I did the starboard side mid afternoon, and had the same results.
I've done it before, and had used 3M adhesive remover. But, when I went to buy the 3M product at the local Hardware Store, they told me it was no longer sold in my state (NY), but they sold me a product that worked just as well. I can't remember the name of the product, but can get the name if anyone needs it.

Use an eraser wheel to remove the old stripe!!!!!!!! Nothing is easier for this job.
