Butch face it you and I and most here are not the average boater, we are the boaters that understand the dangers and go the extra yard to make sure we are driving in a safe area. Sadly the average boater sees a wide open area with water and a bunch on boat in there then it much be a safe area! The chart shows the hazard in the entry the wall is well beyond that but it is what it is.
As a business owner I'm required to consider all hazards and dangers on the job I'm required to educate any employees or quests on a job site if OSHA was reviewing the pond as they do a job site they would slap it with a fine! Unmarked know hazard that could easily cause damage or bodily harm I think that's a $7k fine
Maybe as a result of my training I see things a little differently, I see danger and I feel a responsibility to warn others. On a job site handing someone a Manuel expecting them to read it and be safe is not enough, people need to be shown the prop use of everything even a latter if they do something stupid and I can't prove that I showed them how to use a latter I can be fined and or sued. So I don't see how the town doesn't have a similar responsibly.
