Blemish on Clear Vinyl

My boat's camper top has a clear panel on the zip out entry door with a blemish on it about the size of a quarter.

It appears the prior owner tried to scrape off something, and left an area of fine scratches.

Other than replacing the panel, are their any other methods to repairing this. When I wet it, it disappears for a few moments so I thought there may be a product avail to help hide this.

Have you tried any of the Meguire clear plastic polishing products? It's an inexpensive, safe first step.

Haven't tried anything yet. Looking for advice so I don't throw a bunch of money into products that don't work.

i use plexus with a micro fiber cloth to clean my eisenglass. it hides most of the blemishes. in fact i comments on how new my 5 year old glass looks. it is an inexpensive shot.
 
If the scratces are not too deep, 3M Finesse It will remove them. Follow up with Plexus or another cleaner/protector.
 
Also, Armada 210 Cleaner and Scratch remover followed by 210 Polish. I had great results reparing scratch and even some burn marks where the vinyl was up against the SS supports.
