Sounds like our new MerC Reman "357" engine. It's not a divorced choke (which should make it adjustable) but right now it's running sloppy rich at idle even "hot."
I actually plan on following Charlie's suggestion to wire it open, pump the throttle and set throttle to a higher idle speed for warm-up. Some mechanics claim the heavily rich choking washes lubrication off the upper cylinder walls.
