is bottom paint still good. What's antifouling

Just purchased 2001 regal with 130 hours. Boat has been on blocks for 1-2 years. Bottom paint looks great but I was told that it should be redone because it loses it's protective qualities after three months or so. Is this true? thanks
 
Depends on what kind of paint is already there. If it is hard epoxy ant-fouling paint, then chances are it has no ant-fouling property left. If it is mult-season ablative, then you may be good to go as is.
 
Any way one can tell what was used on the boat. The paint seems very hard and black with a dull finish.
 
Does it scrub off easily with water and a brush? If yes, it's ablative.
 
Can you ask the prior owner? Need to know this before you re-paint anyway. You can put ablative paint over epoxy paint, not epoxy over ablative.
 
Rub your fingers down side of painted hull. If fingers come up black or whatever color is on hull; it is most likely ablative. Hard epoxy won't rub off the same way.
