Screws or rivets?

I need to replace some of the turn fasteners for my flybridge vinyl window panels. Currently, they are riveted in place.

I want to replace the rivets with screws. The problem I have is I need a screw slightly larger than the diameter of the rivet so it can get a good "bite".

But. . . with a screw this size, the screw head is too big and now I can't turn the fastener to hold the panels in place. Should I fill the rivet holes first with "something" so when it hardens the smaller screws will hold?
 
Why do you want to change it Steve? you could fill the hole for a smaller screw as a large head will be in the way of the turnbutton.
 
Are you going into thin (1/8") fiberglass? If so, I'd stick with pop rivits. Best if you can get to the back side to add small washers.

Though they hold, screws tend to cut and break-up fiberglass to some degree.
