What can you tell me?

After a thorough cleaning I discovered this two conditions on my 1986 Gibson Houseboat upper decks. The surveyor said that these decks were sound. No delaminations. What do these pics represent? What can or should I do about them?

Looks like poor wetout to me.

What is wetout?
Paint with????? Gel Coat? Paint?
I am a fairly handy person, but know little about fiberglass.
Anymore info would help.

Wetout,I think he means a dry layup, not enough resin. I think it's the non-skid or other coating worn off. If the fiberglass is slick then it's not a dry layup and just paint would do it, but if you want non-skid then a non-skid coating would be required.
